The president does not have power
under the Constitution to unilaterally authorize
a military attack in a situation that does not
involve stopping an actual or imminent threat

Understanding the Petraeus - Panetta shuffle is a lot like understanding a terrorist incident: The meaning goes beyond the immediate target and has more significance than the action alone.
The key player in this mise en scène is Robert Gates, and not P2. The timing is auspicious, and Gates' exit eerily coincides with his negative input on the Libyan air piracy campaign being run by the Obomba wunderkind. Gates has been more statesmanlike and restrained in the Libyan scenario than our erstwhile C in C, qualities which = presidential material.
It is Gates -- not Petraeus -- who is the threat to Obama's 2012 reelection bid. In a sane world, he would be a strong Republican contender. Unlike the rest of the wannabes Gates has a depth of government service extending back to the Reagan administration. He understands budgets, government policy and precedents, strategic planning, intelligence and statecraft. He is bipartisan and could attract the cross-over Democratic vote, unlike the other opposition candidates.
Gates is similar to Bush 41 in his knowledge of Washington's back streets. He is untainted and respected by the Legislative Branch and held in esteem by the citizenry. The personnel shuffle is a shell game. The reality is that Gates is the most respectable and electable potential candidate for the Republicans -- and the irony is, he is more restrained than either Barack Obama or Hillary Clinton.
In short, Gates is more democratic than the Democrats. Obama couldn't put a glove on him.

GD,
It was nice seeing you over at milpub.

Ok, I agree with the cartoon only it’s great and correct for this story line.
1. Gates goes back to private life and will only come out again to help another Republican President and since that 0 now then he stays there until betryus runs in 2016.
2. Gates doesn’t want the job and knows like you pointed he would be a good candidate because of the facts you gave but isn’t crazy enough for today’s party. He’s only bad mark is Iran/Contra but he like senior GWB was out of the loop
3. Betryus runs as a democrat because the Republican Party is controlled by the crazy people and will never recover. The democrats have moved into the space that Republicans held only owned even more by corp. masters
4. Betryus runs cia until the 2nd year of 0s second term then moves to another job and it might be sideways but it keeps him in the spot light and more people in the beltway get to know him. He’s in a job training program, he is not a soldier just a Politian in a uniform.
5. Who knows may be Biden step down in the 2nd term and betryus moves up setting him up for 2016.
6. I’m going to the store on Thursday to get more tin foil for a new hat.
That’s all could up with while wondering around the garden
jo,
Another plausible scenario. I do hope a nice Pinot Grigio accompanied that reasoning :)
Nice write up. This may also be part of d big plan:

Jo,
I beg to differ -DP is pure Republican party.
Examine his religous affiliations.
