My analysis of the 21,500 troop surge is simple: U.S. policymakers seem unhappy that Shiites are killing Sunnis, and vice versa. Now we're bringing the Kurds down to kill Shiias, and forcing Maliki to initiate Shiias killing Shiias. Seems reasonable to me.
